Yes, Lucrezia Borgia served as the regent of the Papal States for a brief period in 1519. After the death of her husband, Alfonso I d'Este, Lucrezia was appointed as the regent by her brother, Pope Leo X. During her regency, she effectively governed the Papal States and managed the affairs of the region. The upside-down cross on the papal throne is known as the Cross of St. Peter. According to tradition, when St. Peter was crucified, he requested to be crucified upside down as he felt unworthy to be crucified in the same manner as Jesus. The upside-down cross on the papal throne is a symbol of humility and the papacy's connection to St. Peter, who is considered the first pope in Catholic tradition. It serves as a reminder of the importance of humility and service in the role of the pope. **

Despite these conflicts, the Papal States and the Holy Roman Empire also had periods of cooperation and mutual support, particularly when their interests aligned. **
